I can't believe how many potholes are in the streets here... I am sure every city has problems and I have been told it is worse than usual because of all the snow...but dang... it seems like every street I go down I have to avoid good sized holes in the middle of the road.

Ther are no dirt streets inside the city limits. On any side of town. It was in the paper a couple of years ago that the last ones had been finally paved.

It's really no secret that the city's budget is tight. The John Stiff Park extension has been idle for months, the city was only able to afford the 9th Ave repairs because the DOT in Dallas practically gave us the concrete castings we needed to support the road, and everywhere you look, potholes and cracked asphalt. Funny how none of this makes the news though.

I just got my tax notice and my taxes have inceased by a third over what they were when I bought my house 6 years ago. New homes and businesses are springing up like mushrooms bringing millions of dollars of new property on to the tax rolls, and they are too broke to fix a pothole?
Where does their money go?

On stupid sh!t. It's like handing a 16 year old girl your credit card and telling her to use it wisely.

The problem with those areas...is bad soil...and it's usually old playa lake silt...that just keeps settling. This point is exactly right. For many years 45th between Bell & Coulter was the same way - they kept trying to fix it with minor overlays, but the tar strips and settling just continued. The washboard effect kept getting worse. Finally, they came in and dug out almost 2 feet deep on one side at a time and then rebuilt the underlay of the road. That was several years ago now and that road is still much improved, but it will take a major repair of the base to fix Hillside.
